Key issues related to the community construction in the post-disaster were analyzed by the survey and interviews through SPSS .Under the guidance of the scientific concept of development,according to the thought and method of “Co-ordination,Emergency Grasping,Risk Controlling,Structure Discussing,Culture Appreciating,Desire Emphasizing,Keystone Assorting,Resources Utility,Precision Statistics,Relationship Constructing,Transport Combining,System Foundation”,it constructed the basic framework of post-disaster construction of community.The vertical and horizontal logical structure were analyzed through three levels,such as strategy,tactics and implementation in the post-earthquake construction of community,meanwhile proposed the optimum seeking and overall planning model of construction.It is concluded that three parts such as temporary,transition and general construction: the temporary construction including military installations construction,resettlement housing construction and people settling; the transition construction concluded construction and consummating of management mechanism and public service; the general construction concluded perpetual housing building and management upgrade,as well as the construction of new countryside.
