Under the frame of total factor energy efficiency, combined with characteristics of energy system, the evaluation index system of energy efficiency is set up including total energy consumption, working stuff population and depreciation of fixed assets as inputs, and economic output value as output . An evaluation model of energy efficiency is established based on Super-Efficiency- DEA and an empirical study of 30 regions in China is conducted. Finally , approaches to improvement of energy efficiencies for regions in China are investigated through returns to scale analysis and influencing factor analysis of energy efficiency.
