The coal is the main energy in China.  The exploitation and use of coal is the main reason the reason why our environment is being polluted.  The activity of coal resources exploitation in the east of our country has experienced a process of “produce-mature-decline”, and the environment management mode belongs to “End Management”, which creation huge environment loss and environment management cost.  It is impassability to use this kind of resources mine mode in the west region where the ecosystem environment is very weak. How to manage environment problem at the beginning stage of coal exploitation and before it does graveness influence to environment is an important problem should be solved.
