Taking the successful industries of NIEs (Newly Industrialized Economies), including Korean, Singapore and Taiwan, as the objects, this paper discussed the similarities and differences of three technology learning modes, analyzed the impact of diversity of innovation actors and international linkage of their innovation systems on their learning modes from the perspective of NIS approach, and studied the role of their innovation systems with respect to internal knowledge flows and external knowledge linkages during their learning process, pointing out their reference function in the firms' technology learning, the government's framing technological innovation policies and our state's building its innovation system.
