t reflected the changes of the relation between science and technology and the one of the implication of science and technology that Pasteur's Quadrant based on scientific research quadrant model was transformed to New Pasteur's Quadrant based on science-technology model.  It was seen by the analysis of several cases that some frontiers of high technologies were distributed in New Pasteur's Quadrant.  The new paradigm of High-tech policies based on New Pasteur's Quadrant and its strategic meaning were explored.  On the basis of knowledge activity system, an innovation model for a triple helix of industry-university-research relations was extended and re-constructed which was taken a basic countermeasure to realize the industrialization of hightech.
