Though industrial clusters or agglomeration areas are helpful to increase industries' competition, they have evoked severe environmental problems. Thus, to evaluate the overall eco-efficiency of industrial clusters scientifically is very important. A new approach to assess the comprehensive performances of industrial cluster is proposed, in which several sub-systems are added into an integrated indicator system, including industry, population, resource and environment. Such an approach can help identify the current development problems of industrial cluster can be identify and the sustainable development model of a industrial cluster be analyzed by this method. A case study of Dalian Qixianling industrial base was made to test its feasibility.
