Through comparing the learning and economic effects between the models of “learning by doing” and “learning by research”, this research proves that the learning effect of the model of “learning by doing” is limited, whereas the model of “learning by research” can facilitate the independent innovation in high-tech enterprises and bring more societal and economic benefits. The evolution model of “learning by research”, which reveals the core function of promoting the independent innovation in high-tech enterprise is established based upon the analysis of evolutionary economics. Finally, the strategies for high-tech enterprises to promote the independent innovation are provided according to the evolution model.
