On the basis of former research,the fundamental conception of ER-XIANG dual theory and some results are given in the paper, whose key is breakthrough for space consciousness. Thus the essence  of   management which is exterding in space for cybernetics, and the process of self-organization is obtained.Finally further work is put forward.
