On the basis of the research existing results，the paper describes transnational technology alliance innovation network with dimensions of network centrality，network measurement，relationship property and builds aconcept model to indicate the impacts of transnational technology alliance innovation network on cooperation and innovation performance and makes empirical analyses of the automotive and communication industry. The results show that transnational technology alliance innovation network promotes cooperation and innovation performance，the government has positive moderating effect on the relationship between network measurement，relationship property and cooperation and innovation performance，and no significant impact on the relationship between network centrality and cooperation and innovation performance.
