Abstract:To explore the adoption logic of digital technology in government organizations and the mechanism of its utility after digital transformation, this study focuses on the theory of organizational change dynamics under the paradigm of new institutionalism, proposing a model of evolutionary organizational change dynamics based on digital technology. It conducts a single case study of field observations on the “digital + grassroots public power supervision” in District S. The study explores the logic behind the adoption of digital technology and the operation mechanism after the technological change, revealing the evolutionary transformation process of government organizations from technological change to structural change and then to personnel change under the complex interaction of contextual, precipitating, and enabling dynamics. The findings indicate that there are limitations to the aforementioned three dynamics, and that continuously evolving enabling dynamics drive organizational change, resulting in its evolutionary nature.
