Abstract：Taking 16 small and medium-sized enterprises as samples, the study analyzes the configuration impact of network embedding, behavior tactics and cognitive flexibility by fsQCA, and reveals the multiple concurrent mechanisms that influence frugal innovation performance. The results show that: firstly, single market network embedding, institutional network embedding, bricolage strategy, improvisation strategy or cognitive flexibility are not the necessary conditions for frugal innovation performance. Secondly, there are three paths to achieve high frugal innovation performance, namely dual network embedding driving type, bricolage and cognitive driving under market network embedding type, and improvisation and cognitive driving under institution network embedding type. Different paths represent multiple ways to achieve high frugal innovation performance. Thirdly, there are two paths to achieve non-high frugal innovation performance, namely bricolage and improvisation coexistence type and network-cognitive lack type. In other words, high and non-high frugal innovation performance paths are not completely opposites.
