Abstract：This study focuses on the institutional integration of organizations, and explores how organizations can achieve their goals through institutional entrepreneurship, legitimacy strategy, institutional logic adjustment and cross-hierarchy institutional arrangement in the complex transnational context. Through the case study of the Trans-Asia Gas Pipeline project, it is found that the process of organization integration and institutionalization includes two parallel related processes: one is the process of gaining legitimacy through institutional entrepreneurship; the other is the process of integrating multiple institutional logic. The institutional environment of an organization is an important condition for the realization of integrated institutionalization.
