Abstract：Based on social logical view, process theory and knowledge management theory, and taking university-industry alliance as the sample, inter-organizational collaboration of industry-university alliance is investigated and it can be classified into inter-organizational relationship coupling, process interaction and knowledge aggregation. And then we develop and design the scale, using 242 samples from Changzhou city of Jiangsu province, to conduct case study with EFA and CFA empirical analysis to test its effectiveness and rationality. The research results show that relationship coupling, process interaction and knowledge aggregation are the three main dimensions of university-industry alliance inter-organizational collaboration, which can provide some more operational guidance and help understand the operation mechanism and coordination mechanism of university-industry alliance collaboration innovation.
